Oklahoma Department of Rehabilitation Services

The MMAC proudly supports Department of Rehabilitation Services (DRS) and the Business Enterprise Program (BEP) program. There are two snack bars located on the Center which are operated under the direction of the DRS, BEP, and visually impaired managers. Furthermore, the Randolph-Sheppard Act (P.L. 74-732), as amended gives priority to the blind and visually impaired in the operation of vending facilities on federal property, state, county, municipal, and private installations. All of MMAC vending is operated under DRS, BEP and complies with the Randolph-Sheppard Act requirements.

The Oklahoma Department of Rehabilitation Services (DRS) is comprised of five program divisions, Vocational Rehabilitation, Services for the Blind and Visually Impaired, Disability Determination, Oklahoma School for the Blind and Oklahoma School for the Deaf. These divisions operate dozens of programs that help Oklahomans to lead more independent and productive lives..

The Services for the Blind and Visually Impaired (SBVI) expands opportunities for employment, independent life, and economic self-sufficiency by helping Oklahomans with disabilities bridge barriers to success in the workplace, school and at home.

The Business Enterprise Program (managed by SBVI) trains and assists people who are blind in establishing and operating food service businesses in public and private facilities across the state. The Services for the Blind and Visually Impaired equips locations, provides initial inventory and offers on-going business counseling.

Licensed blind entrepreneurs are educated in food safety, hospitality, marketing and business management. Upon completion of the education courses, the new owners open and operate a private food service business. A portion of business proceeds is paid to the Oklahoma Department of Rehabilitation Services to support the entrepreneurial program. Total sales generated by blind owned business in this program average over $7 million each year.

Franklin Braggs, manager of the Brickhouse Cafe, LLC, located in the Air Traffic Building (Building 3), is one of the newer managers in the Business Enterprise Program with less than 2 years. However, Franklin, has many years of food service experience. Brickhouse Café, LLC offers breakfast and lunch (hot and cold dishes) and daily specials that change on a weekly basis. They offer a call-in order option and you can pre-order, pre-pay, and designate a pick up time to save time at lunch. They accept all credit and debit cards. Hours of operation: 7:00 a.m. to 9:45 a.m. (breakfast) and 10:25 a.m. to 1:00 p.m. (lunch). Direct Line: 405-954-1313.

Mr. Braggs is also the manager of the Brickhouse Café, LLC, located in the Thomas P. Stafford Building (Building 27), offering a limited breakfast and lunch (hot and cold dishes). They accept all credit and debit cards. Hours of operation: 7:00 a.m. to 9:45 a.m. (breakfast) and 10:25 a.m. to 1:00 p.m. (lunch).
