Success of Compliance, Streamlines Efforts and Reduces Digital Footprint

Enterprise Content Services (ECS) is a partnership product between the Enterprise Services Center (ESC) and the Department of Transportation’s (DOT) Office of Financial Management (B-30). Together, their goal was to develop a solution to reduce ESC’s physical document footprint through digitization, streamlined electronic content management, and delivery across the enterprise. Their intentions were also to provide a secure, standardized access to documents for auditing and business purposes in accordance with the Office of Management and Budget’s (OMB) Mandate M-19-21.

Collectively, their efforts were a success, as the ECS solution consisted of two phases. The first phase was to develop a process to prepare and scan documents which are currently maintained by the ESC financial departments. While the goal of the second phase was to implement an enterprise-level document management system to maintain both scanned images, as well as data consumed from systems of record that were reaching the end of their lifecycle. The second phase also involved phasing out two existing systems.

The purpose of the ECS solution is to support the Enterprise Services Center in achieving compliance with the OMB mandate M-19-21. To date, more than 1.3 million financial documents have been digitized. This solution between the partners has resulted is an extremely valuable business system, which once fully implemented will save time, effort, and expense for customers.
