Enterprise Services Center OPM Migration Celebration

On July 27, 2021, the Enterprise Services Center (ESC) hosted a virtual award ceremony to celebrate and recognize their employees that played a vital role in the successful completion of a project to migrate the Office of Personnel Management’s (OPM) legacy Consolidated Business Information System (CBIS) onto the financial management (Delphi) and procurement (ESC PRISM) systems managed by ESC. This was a monumental project, which required approval from the Office of Management and Budget (OMB) and took two years to complete. OPM is one of the first agencies to complete the new Quality Service Management Organization process, which requires organizations to upgrade and modernize their financial systems. OPM chose to select ESC as their financial system service provider based upon ESC’s reputation of being a mature shared service provider with over 20 years of financial experience.

The ESC OPM Migration Team (in partnership with the Department of Transportation and OPM) was able to modernize OPM’s financial system through the completion of the migration project. The project saved a tremendous amount of government funds, increased efficiencies, and reduced redundancies. During the celebration, ESC had the privilege of hearing congratulatory words from Michelle Coppedge, MMAC Director, and a number of honorary guests who showed their appreciation for the team’s accomplishments. Speakers included: The FAA Administrator, Steve Dickson; the FAA Assistant Administrator of the Office of Finance and Management, Mark House; the DOT Deputy Assistant Secretary for Budget and Programs, Lana Hurdle; DOT’s Deputy Chief Financial Officer, Jennifer Funk; and OPM’s Chief Management Officer, Dennis Coleman. Each conveyed how much they appreciated the employees’ dedication to the FAA and DOT mission, and their contributions to the completion of the migration project.

The ESC Migration team was comprised of 84 individuals who dedicated thousands of collective hours to the two-year OPM Migration Project. Thanks to the dedication of these employees, this project finished on time, within budget, and will continue to save taxpayer money for years to come.
