Since October 2014, all Federal Agencies using Treasury disbursing services have been required to submit payment data using the Payment Application Modernization (PAM). The Enterprise Services Center (ESC) using the Standard Payment Request (SPR) format recently achieved the Treasury mandate. This method was implemented in DELPHI (the FAA’s financial management system) over the weekend of July 25-26, 2015. The new format for submitting payments from DELPHI became operational July 27, 2015. The Treasury Mandate “PAM” represents a yearlong effort involving numerous Oracle patches to resolve bug fixes in the Oracle product as well as multiple iterations of testing to ensure a successful implementation from both a system and operational perspective. This effort required extensive collaboration between Oracle, Treasury, and multiple organizations within the ESC.
Submitting payments using the PAM SPR format is the first step toward enabling DELPHI and its customers to be designated as Central Accounting Reporters (CARS) by meeting the Government wide Accounting/Central Accounting Reporting System (GWA/CARS) requirement to provide Treasury Account Symbol/Business Event Type Code (TAS/BETC) information with payment files.
The Treasury Mandate project is a two phase effort to first become PAM compliant, and then to be a CARS reporter. Phase II is currently being analyzed and is expected to implement immediately after the completion of DELPHI Fiscal Year ending in October 2015.
